But you said it should be everyone including say medical students that do national service so it wouldn't be training on the job for a lot of them .An arm and a leg.
But you would get it back in the long term as these people would be working for a fixed amount per hour and actually training on the job, so in effect they would be apprentices in their own chosen field.
Variations of this scheme have been working for decades in Germany and Norway.
(But I'll admit they don't come with the no vote until you have done it rule)
