I'm sure it was a chargeable offence in HM Forces at one time, unless raised in that manner to indicate a "distress signal" to others.So you don't care that somebody (F1 or not) is defacing the United Kingdoms flag by flying it upside down....

Allowing the Union Jack to touch the ground/floor when being lowered, was also a chargeable offence in the Forces. The charge may even have been one of treason.
