Portugal is further away
Spain is nearer
Portugal toll roads not logical toll system
Spanish roads mostly free and tolls logical
Portuguese minor roads can be awful
Spanish minor roads generally good.

I've haven't been to Portugal yet. What do you mean by their toll system being 'not logical', please?

Portugal have 3 different toll systems. They record your number plate or you can pay in advance or carry a device recording your motorway use. A few of the entrances to Portugal have possibility to register your credit card. Fine comes to UK if not paid.

You can't compare a pear with an apple? Some similarities, though, because we're neighbours. Similar kind of people and food is great in both countries also.
I believe my country is beautiful and varied, but I love our neighbour's also.

The solution to the Portuguese (and remaining Spanish, most of which are in the north) tolls is to get a Fulli Tag.
You get it posted to you a few weeks in advance.
You stick it to your windscreen.
All tolls are paid.

Do not use the barrierless 'fast' lane at the tolls.
Go through via the barrier.
The Fulli tag will open the bar and your Fulli tag will go 'ping'.

Be aware we found a number of toll roads in Portugal with no signing (that we saw) to say you are entering a toll road.
Also no barriers or toll booths.
Just an overhead gantry that charges you X many cents to drive to the next exit.
It means your Fuli tag goes 'ping' at every exit.

Given the choice of Portugal and Spain, I'd go with Portugal

Never been to Portugal, yet, but toured around Spain a couple of years ago and loved it. Never got near a Costa on the Med though, northern coast and interior. We'd go back in a heartbeat, and the northern coast of Spain and Picos de Europa was a revelation. Just need to retire to get enough time to do everything.
