'Outsiders' can ONLY buy those in ownership of locals IF the locals agreed to sell to them, if a local wants their property to go to another local they either have to wait until one can afford it or reduce the price to a level where a local can afford it. There's nothing difficult about that, it doesn't require any rules/regs etc having to be put in place by the council etc, but I suspect MOST of those selling want the MAXIMUM price they can get and it is then up to them to decide which is most important ... ie it going to a local or to an 'outsider'.The market dictates the price FACT an the second buyers most down here from London snap em up straight away in past FACT also an people who not live here like to blame others an say it all locals fault as it easier to say that so I say watever believe wat you want others know the real truth
