Second home owners reprimanded?

The market dictates the price FACT an the second buyers most down here from London snap em up straight away in past FACT also an people who not live here like to blame others an say it all locals fault as it easier to say that so I say watever believe wat you want others know the real truth
'Outsiders' can ONLY buy those in ownership of locals IF the locals agreed to sell to them, if a local wants their property to go to another local they either have to wait until one can afford it or reduce the price to a level where a local can afford it. There's nothing difficult about that, it doesn't require any rules/regs etc having to be put in place by the council etc, but I suspect MOST of those selling want the MAXIMUM price they can get and it is then up to them to decide which is most important ... ie it going to a local or to an 'outsider'.
 
It could be like jersey with 2 markets, one only local occupation the other the open market. If a property is only a local occupation one then it can never be sold on the open market. Just a thought,

I grew up in a council house, fortunately not on an estate .I aspired to own my own house & detached as well. Reality in London eventually forced a move to a village with few houses. People don't choose these places because they would like to see more houses built? They want them as they are.
the cul-de-sac we moved in had 23 houses ,all elderly people & many who didn't want to live with children so started selling up & moving on.
Bit like Coventry, Leicester, Derby, Nottingham plus most other cities 52 weeks a year.
Hopefully as they are now mostly empty ,a as they should be , after this is all over when the drunks, druggies et al, turn up they'll employ secuirty to throw them out & put the Timpson in.

In jersey I guess it’s the authority who decides. In Cornwall nobody would want their homes suddenly for local sale only as it would slash the price of it. So no idea who would decide. They are moaning now and they would be moaning if it was done.

They were moaning on R4's Farming Today this morning, apparently those good people who run their holiday home as a business on the basis of it being let for 140 nights a year are entitled to a £10,000 grant from the government to complement the small business rates relief they have been claiming.
