I am glad this has been clarified as I began to think that using a VPN I could use more than the 19gb limit when abroad with 3. That would have proved very expensive.

Indeed, it terminology can be confusing, the vpn part is a connection between a and b. for example You could have a broadband connection at home this would be connected to a home computer, a home computer can be set up to also act as a server. The server can act as a VPN connection, for example you connect your computer in your van to the mobile broadband connecting to the internet and connect to your server via a VPN connection. You then search for the BBC via your home server, the BBC would see the ip address of your home server as the server masks the originating IP address search of your mobile data sim.
