In UK, if you cant name the driver they take the reg owner to court, that is why the "rich and famous" have all their cars under a company, pay the average £400 fine for being unable to name the driver thus they avoid the points as they cannot prosecute the speeding offenceThink it’s the other way round.
In the UK it is the driver that gets done, that’s why they don’t chase foreign drivers who break the law here, unless the nick them on the spot.
