How do the authorities differentiate between campsites and camping-car parks? Sounds like semantics - or political influence?

Camping-car Parks is in this case not a generic term, but the name of a French company that administers some paying Aires for municipal authorities. They are prepared to allow full-timers who have no other accommodation to remain on one of their Aires during the confinement, subject to the agreement of the municipal authority that actually owns the Aire.

I know they are a company. All their sites are not administered on behalf of municipal authorities

So why cannot commercial campsites do the same and not be compulsorily shut? was my point.

Gotcha. I thought you were referring to "camping-car parks" as a generic term for Aires. sorry.

Good question. Might the answer be that Camping-car Parks places are usually automated and unmanned, so do not need person-to-person contact?

Back in Folkestone now. All the way up France through Paris and on to Calais. Not one road block on our side North. Only passed one on the Southbound side. No police anywhere to be seen. Makes you wonder where Macron has the extra 7,000 police officers stashed?
