My guess is he has a an induction hob, which will not work with an aluminium mocha pot. The bit under it is a steel plate that heats up and transfers the heat to the pot.

What’s the thing the coffee pot is sitting on for?

The coffee pot won't work on an induction hob due to the type of metal it is made from. It is sitting on a steel adaptor plate which draws the induction up and thereby heats the coffee pot. We were relieved to find it as this is how we prefer to make our coffee and in our previous house had a gas hob!

You can get induction models, but some hobs don't like their small size.
 
Here’s a couple taken today from my current refurb project in a 2/300 year old cottage, the kitchen used to be a butchers shop. This is a proper lockdown kitchen as the white marble worktops are sat at the factory which closed 2 days before the install date!
