They do if you don't cheap out and buy the wi-fi only one. :p
Early iPads with cellular had Assisted GPS (GPS-A) meaning they used the cellular towers to triangulate the iPads position.
Later iPads with cellular have full GLONASS (proper GPS chip)

Now if funds are too tight to upgrade your Wi-Fi iPad to a new Wi-Fi + Cellular, then you couldget a separate GPS locator and throw it on the dashboard, this will connect to your existing iPad...

I considered it, but it seemed expensive for what it what it was. I’ve had iPads for about ten years, and this is the first time I’ve ever needed data on it. I might upgrade, but generally I like apple maps. I should probably check the routes more carefully. I always forget until it’s too late.
 
GPS and data are two separate things...
You can buy a Wifi and Cellular iPad, never sign up to any contract but the GPS location will still work (apparently) Never tried it but they say if you turn off mobile data, wifi and bluetooth GPS will still navigate to wherever..
 
I’ve got and am using a Cellular iPad. I’ve never put a SIM card in this one, I’ve only got it as it has the gps sensors I need for mapping.
 
Engine breaking doesn't use a drop of fuel and as others have said, relying solely on brakes on a downhill with a heavy vehicle is a bad idea generally. In the Alps it would be close to suicidal.

Had no idea iPads didn't have a GPS chip. I wonder sometimes when Apple customers are going to realize where the pain comes from when they try to sit down.
