May not be quite so.Country identifier initials are ruled by the Geneva Convention of Road Traffic 1949 and The Vienna Convention 1968. The codes are allocated by The United Nations Economic Commission for Europe, not our government. UK government can decide what we put on our UK number plate, but the rest of the world will require a separate GB sticker as well when we visit their country.
All other countries require us to show GB plates, not "UK" one, unless the government can persuade the UN to change our international identifier. So the only way any other country can fine us is if we do NOT show the GB sticker.The fines will go to the foreign countries.

But the penalty will depend on the law of the country concerned.
So no, apparently it is the country you are visiting / travelling through that will determine the penalty

I don't disagree that the Daily Express frequently runs ridiculous weather (and other) articles. ... remember that this comes from the Daily Express which routinely every November tells us that we will be under six feet of snow for three months.
The article makes it clear the Government website has not been updated yet. Which is not altogether unusual, given the information has emerged during the weekend.still reads as nothing changed on the .gov website

I don't disagree. But as said, these things seem to happen these days.But surely the .gov website should be the first to be updated, before a press release, if I were spending £40 on new plates today I'd be a bit cheesed off if I checked the place I should check , took their information as gospel and ordered them.
