Well, that is apparently the same view as a number of Brits on this site when it comes to French speeding fines, so why should they be any different.They probably thought being as they were french nothing would happen and they could ignore it.
The number of times I have been on the A26 travelling at about 125kph and have been overtaken by British registered cars like I have been standing still only to pass them again a couple of miles before the toll plaza.
