You should really ask them how they work that one out as ,once you have passed the test & sent in for your licence , there is no legal requirement for it to be carried on your person when in the UK?I went on the DVLA website to see about getting a replacement and it says you can’t drive until you receive it! Typical British bureaucratic nonsense!

Rita still has her pink paper licence, and is quite adamant that she is not replacing it. Additionally once the test is passed, you have a licence until age 70 renewal without ever renewing the photo & the only way it can be lost is by a court banning you or medical revocation.
You can go all your life without carrying your licence.
