Was that by any chance a 2 phase supply?I have had that effect on at least one campsite, in Spain I think, where neither the 'live' or 'neutral' were tied to earth, but the transformer output was centre-tapped to earth. So (relative to earth) the 'live' was alternating at +/-120V, and the 'neutral' was also alternating at +/-120V. However they were synchronised so that the +120V on one side coincided with a -120V on the other side, so the voltage measured between the wires was alternating at +/-240V.
I know you used to get 2 phase supplies in France in remote areas it was an easy way of upgrading from 110v to 220v.
