TV socket blows fuse-why?

Does it have a metal sleeve at the outermost edges going an inch or maybe a bit more inside.
Ignore the shiney silver bits in the picture.
If it has a metal sleeve then that is the earth.

To test this would you please tell me where exactly to place the probes? Thanks
If you put your meter onto 20v dc. Then put red probe to the bottom ring/circle thing. And then the black probe onto the side silver metal I think you will get 12v.
 
Looks like a CBE standard plate/socket?

I would check wiring at back and get a branded 12v to usb adaptor as I have had three that blow the fuse in my almost new company car. Cheap Chinese crap?

Almost everything made in China since UK de-industrialised. But a more expensive usb adaptor from a reputable dealer such 12v Planet albeit it will also have been made in China. (Probably). 🙂👍
