Tensioning bike cover elastic

I borrowed my brother's really excellent bike cover that he bought at a recent show. It works brilliantly but there is one thing that lets it down which is tensioning and tying off the elastic that runs around the bottom of the cover. See attached photo.
Is there some sort of device like an over-sized guy rope tensioner available does anyone know please?

I bought about 5m of elasticated paracord.

I put the cover on, and then to reduce all bagginess and flapping I wrap up the bikes under the cover like and Xmas turkey.
It's worked all across Europe and back
 
Look for 'cord lock toggle', 'paracord lock' etc, I can't tell from the photo the size of the elastic so not sure if they do ones with a big enough 'hole' for the cord.
 
Isn’t the idea that being elastic they will expand to allow the cover to be put on and taken off easily once they’re tied off in a relatively snug position?

Our Hindermann cover has two fixed length bungees in the hem, so no adjustment available, and it’s relatively easy to get on and off, and doesn’t flap much as I then put 2x 72” bungees around it (up and under and side to side) from the warning sign pocket.

After a lot of thought, my brother thinks the best solution is to fit a couple of bungee hooks so that he can just hook the bands onto the bike rack frame. We will see how that goes!
