And that's without the ones posting YouTube videos about their travels from region to region.

Why would tourists, MH's in particular, think they can arrive here & travel around when the locals can't ? What part of the logic do they not understand?

Perhaps because on the website I linked there is this paragraph:

Can I travel around inside Spain?​

This surely adds to the uncertainty and confusion.

It certainly does as it isn't true. Even the fact that it was update 04/12 /2020 just makes it even more nonsensical as you haven't been able to exit regions /municipalities for over a month.
