I'm driving through Rouen in my 2004 motor home on the A150 heading south on the 2nd January.
I've only just found out about the CRIT' AIR sticker. How can I cover myself.

Rouen has banned CRIT AIR 4 & 5, I would think a 2004 model would be cat 5 so there is no through route available for you.

Just playing devils advocate for a bit.

Has anyone wondered how the French are getting hold of UK drivers details for speeding and car parking tickets ? There is no reciprocal agreement in place ? But you do hand over your details to the French Authorities when you apply for a Crit Air.

Has anyone heard of anyone being fined for breaking a crit air thingy in France (and in particular Rouen?)

Any other conspiracy theorists out there ?

Hi, thanks for all the replies re Rouen and crit air sticker.
In the end we found a very pleasant detour and also a lovely place to overnight in a small hamlet no facilities but metaled hard standing for 4 vans Honguemare Guenouville west of Rouen just before the A28.Will try and share route it's via Yvetot. (it's much nicer than going through Rouen especially at busy times) said route if I fail, is on piston heads forum.https://maps.app.goo.gl/fEfrZi4ohMXP3rwE6?g_st=aw

Probably by using the services of EPC or similar companies scum.

Even when the U.K. was part of the pan-EU agreement for record sharing it was for motoring offences only - not LEZ/ULEZ etc. charges - so unlikely to be via the Crit Air type systems. In fact there are cases ongoing in France and Holland where citizens have been pursued for U.K. ULEZ fines by EPC that are being considered as data breaches.

On balance I think you can remove the tin foil hat! ;)

I believe ours is a Euro 4 engine therefore not welcome in many places, my possibly naive approach is not to stick anything in windscreen to advertise that fact, hoping it looks newer than it is 🤔

The lack of sticker might draw attention but to date I have not heard of anybody being stopped told off or fined , I will see how we get on in Feb going through France to Spain / Portugal

I’m not sure they are. Last year we were over the limit just outside Calais whilst on a day trip in our car and no fine. Just before Brexit completed we were flashed and fine duly arrived. So on personal experience I’m inclined to think there are no longer any reciprocal arrangements!!!

I believe all Camping Cars were exempt from the Rouen ULEZ until late last year, but I could be wrong about the date.

As posted above there’s no official reciprocal agreement in place but some fines are still being forwarded to U.K. drivers by ‘means unknown’. Given that the DVLA will sell registered keeper details to basically any Tom, Dick or Harry, it’s likely to be a multinational company employed by the French Government for the purpose.


For what it’s worth, I was flashed twice in France during the summer of ‘23 but also never heard anything from them.

You can apply on the attached and they create an immediate Exemption QR Code and email it to you. Contrary to my ‘glib’ comment earlier they state that you need a Crit Air attached to your windscreen!

I applied for an Exemption this morning for my trip through Rouen on 5th Jan and it arrived in seconds.
Thanks for that . I'm a 3 so still ok at the moment.
My 1998 Hymer S520 has a class 5 Crit air sticker which was accepted when applying online for an exemption pass to drive through Rouen!

I've posted it before. There are a few ways.
Dartford crossing = french management company
Transport for London= use EPC Plc as there registration company.
Register for any european toll tag = EPC Plc usually are the registration company .
Get a parking ticket that you are chased up on in the UK = usually EPC Plc are the debt collectors.
See where all this is going?

I I have there own headed paperwork here at home that condemns them for attempted fraud, obtaining a pecuniary advantage, data protection laws,breaching gdpr. etc,etc.When they attempted to scam me over a parking fine that was 7 months out of date & trying to scam the "foreigner" that it was an "offence under the cross border directive" Picked on the wrong person.

I agree completely, l haven’t applied for a CritAir on the basis it’s too cheap and encourages folk to apply as it’s such a low cost, they have got to be loosing money in operational costs alone.
Been through on numerous occasions and never received anything.
