Update on this thread.

According to the Royal Mail website my letter was delivered to a named person @ 3.21am this morning!!!

It never occurred to me that they could deliver mail by this method at such a stupid o'clock time but, after thought, they would have to do.

DVLA has so much mail they get deliveries 24/7. Although with special delivery the Royal Mail require individual items to be signed for they allow DVLA to sign for it by the sack.

At least if you shell out for special delivery regardless of how they signed for it you have a signature saying they have received it so in theory the problems down to them when it goes tits up.
