It’s an adapter plate for securing an alloy wheel to the underslung spare wheel carrier.

does anyone know if the bolts that hold the alloys to the hub can be used to attach the steel to the hub ?

This question from Rob has not been answered. Does anyone know the answer? Can a steel spare be fitted to the hub with the same bolts as hold the alloys? Many thanks

Yes, because Fiat don't sell different bolts for alloy and steel wheels. Coastal Motorhome is a good source of information I find and will happily answer any questions.
