What is the point of the principle of Homologation if individual countries can slap extra rules on top?

I would think that at some times of the year there are more non-Spanish MHs circulating in Spain than Spanish ones so how has imposing new checks on local vehicles improved overall safety much?
 
Did mine last year before the deadline..it was pain free and very professional ...the engineer took photos of everything fitted on roof, searching for original labels...all info was recorded on their database and added to my vehicle documents
Now I believe you have to provide paperwork and creditation from who mounted it...
I've no problem with it, after all who wants a retro fitted solar panel flying off the motorhome and hitting someone...due to the owner using the wrong Sikaflex....
It's all there to check the security of add-ons either factory fitted or after.
It's not only motorhomes...my friend had a 4 year old Dacia Duster fail because the running boards were added later and not recorded...

Sorry, was not aware of that.
Come Come keep up....when I went to have mine done. I didn't need to produce any supporting paperwork....however I'm told you do now... I've added a couple of replacement roof lights since then...but shall keep quiet about them..
 
Well, my panels will be removable, but some naked brackets will be visible from ground level ...
If the original dealer-fitted panel was noted during the initial, import related, ITV last spring will they notice the difference next time ?
 
Good point Nigel, our friends Burstner was put on Spanish plates last year...they are yet to put it through its test this year....same position as you.
My Hymer had a Panel, Awning, Sat Dish all in situ when it was brought into Spain, 10 years ago...I still went through the process of having all of these added to my Vehicle Green Card to comply....hope this helps...
 
I will tell them everything was on mine when I matriculated it, had the towbar inspected and say no one mentioned it at that time or at the last 2 visits for the itv. 😁 Bob.

I never regard these changes as a money making venture, it's all about regulations that control the safety of vehicles....I bought a New Citroen Car a couple of years ago, I had a Towbar fitted before I collected it...after the handover of the vehicle I then proceeded to the nearest ITV station to have the Towbar certified...paid for by Citroen of course...but that how it works here in Spain, there is a system in place...a system that isn't going to be changed by us, individuals, if anyone cannot get on with how it's done here, then they shouldn't be here...there is a Spanish way...our way, not comparing it with how we do it elsewhere...normally.the UK....👍🇪🇦😀😊
 
Glad you are happy with your rules, but for me it just stops people who can do things for themselves doing stuff. It just generates more paperwork, more rules, and costs money.

I am happy with the rules of Spain, I'm aware it differs greatly with how the UK is run...but I haven't lived there for over 24 years, many things here are a bit long winded, but that's how it is...it manageable, not worth getting worked up about...some form of control is needed to maintain security of road vehicles ,👍😀🇪🇦

& done before the Nov 2022 deadline everything was added for a one off 33€ fee whereas now it will be a fee for each plus a 'proyecto' possibly?

It is only the base vehicle that is homologated .anything added to it has to have its own homologation . If the manufacturer detailed all the items at the outset , which is required for all cars vans & trucks in spain, there would be no problem.
MY Kia Carnival mpv was registered in spain. the alloy wheels, front bull bar , sun roof, & automatic gearbox where all factory fitted items. All were individually identified on the technical log book.I(t also had factory fitted side bars/rubbibf boards which at the time required no homologation, but whi now do.

As above, homologation wasn't needed before as they did not project outside the width dimensions of the base vehicle . No as 'additions' they would/should be individually detailed in the ficha tecnica from new.
Why why why ?
Because they don't let anyone work on anything who isn't 'qualified'* & can issue the relevant paperwork.
* I use the word loosely as many basically have the legal paperwork issuing ability only.

Having seen a lot of the bodges some professionals do I'd rather do things myself and know it has been done to a good standard.

The statement I have highlighted ignores the retrospective application of some legislation, which was not in place when somebody decided to move to Spain, or any other country.

Most countries to not apply new laws retrospectively, because it is considered to be unjust.

You do not have to decide to move here Geoff it applies to new registered spanish bought vehicles also.
& yes spain has a law that states that any laws cannot be applied retrospectively but that doesn' stop the gov.es applying the 1989 "Ley de la Costas" retrospectively to individuals & making them knock down houses that are within the prescribed distance from the high tide line?

The Nov 2022 date was just the date on which everything fitted after that date had to have a project etc. Anything fitted before Nov 2022 could" self certify" up to 2 years from the date the new ITV manual was published, or at the next ITV test if before that date.

Best to check at your itv station. jumar gave me the heads up just before the november deadline & when I went to check re; steps & external sunshade ; all no problem, I understood that everything existing would be done for the all in one fee of 33€ whereas after , although you can self certify, which I would have to do if they suddenly decide the rear ladder & sunshade need homologating, you would be paying for each . I might have misunderstood. I know Martin jumar just paid the one off fee for different items.

* since then I've already had one itv with nothuing said , so fingers crossed.
 
Is there actually a list of all items to which it refers?

Are parabolic mirrors and re-maps included?

What about exchange gas cylinders, BBQ points and equipment?
 
Chatting to a caravanner on a UK site once. His job was clearing litter from motorways. Told me they were always picking up solar panels. Said he had a couple or reclaimed ones on his roof 🤭

keeps some people in a job I would send to them all to the Ukraine to realise the reality of life. Along with some French twits who thought up the "Ongles morts" or rather (big truck watch out you blind fickwit). Next thing is it will be in braille.
