That weight was without you on board. The tester was probably also envisaging a passenger, that together would put it overweight, which is probably why he put it in the advisories to draw your attention.
 
Yeah I suppose it wouldn't be a bad thing for all MOT inspectors to give a indication of weight for all vehicles at the end of the day. Be lots out there close to the limit I suspect

PVC’s are by their very nature generally weigh more than a same size coach build. They are after all a metal box as opposed to a plastic one.

I'd make a complaint. As said you cannot weigh correctly with one axle lower than another.Additionally if including it as an advisory to the mot test then the weighing on the rollers has to be 100% accurate as you are offering a 'paying ' service for the weight, by including it in as an advisory. First thing I would do is get an accurate weigh bridge ticket & if under ,take it back & complain.
