What is considered the minimum battery power to not damage the batteries? My panel tells me the hab batteries are at 11.9v, 43% and the sun has gone.

Off load 12v is 25 but 12.2v is 50% for a LA, 12..35v for a Gel & 12.3 for a AGM.
You can take gels down to 20% best not to take others below 50%.

These are off load voltages on load the voltage will be less and depend on the current being drawn. If you have an inverter drawing 50 amps 11.9v would not be unusual.
