Is that the new anti emission equipment they are all wearing that will be issued free to all Londoners shortly ?

Last time I was in London they were all wearing the same outfits, its job done.

I honestly can't see a problem with that.

As the government web site says "The aim of the Blue Badge scheme is to help disabled people who have severe mobility problems to access goods, services and other facilities by allowing them to park close to their destination."
The scheme is not means tested so ability to pay is not a factor. Ability to pay is dealt with by other legislation.
London is not the only place in the UK where a blue badge does not entitle the user to extra, local, concessions.
