Definitely buy the 3G version.
As for books - they are stored on BOTH the local machine and online - when you buy a book it belongs to you. If you filled your kindle with books, something must give, so you delete a book. It is still in your online library for re-reading later if you want.

In addition to being downloaded to your Kindle and being archived at Amazon you may also choose to download them to your PC/Laptop by installing the appropriate software freely available from Amazon.
With regard to "ownership" of the books, this is not the case they are "sold " to subscribers on a form of licence which MAY be rescinded at anytime in the event of dispute eg copyright breach, authors right etc. Unlikely to happen but you never actually own the books which is a major weakness of the Kindle
