Hole advice please..?

Thought about locker door - for me, not so keen as suspect garage attendants will start to get interested if rear doors are open...but thats just me - may not happen to many people often in real life

It's apparently possible that an attendant might take an interest but it hasn't happened to me in over 20 years. If it did I'd apologise and go elsewhere.

We are in the process of converting our van, hubby used a hole saw to drill the lpg fitting, we have fitted ours in a similar position to your highlighted point, but on the side of the vehicle within the plastic trim. He removed the plastic part to drill it. Our lpg tank is underslung.
 
I would be tempted to use a diamond hole saw if you're concerned about hole neatness and generally not ripping up a steel panel. I use them a lot when drilling glass and can get some great results, i usually use a template like this:

You'll get a perfect finish in most materials. So far my best result was on 50mm glass panels
 
This Youtube video is worth watching. He fixes a scrap piece of wood on the inside to stop the centre pilot drill from wandering when cutting thin metal.
