America used to have legislation, I think between 1973 - 1982, which stipulated that car bumpers had to be able to absorb a 5 mph collision without damage, it didn't do much for esthetics but saved quite a few insurance claims. I don't know why it was repealed, possibly because of the introduction of crumple zones and more emphasis on pedestrian safety perhaps?I'm going to jump in and say I feel bumpers should be made to take bumps. (like the French...)
I.e steel, or preferably, un-damageable plastic (being more pedestrian and cyclist friendly).
