Gaslow cylinder - is this the expiry or manufacture date ?

Can anyone advise what the date stamped at the bottom of the cylinder?

Is this the manufacturer date - so add 10 years to that ? Or the expiry/re-test date?

Usually they have a date on the top stamped but nothing on this bottle

If you send that to the gaslow customer services, they will tell you exactly when it was made.
