Hopefully, it might help cut down people wasting electricity.

I wouldn't consider charging an electric car or running aircon wasting electric.
Running heaters etc under an awning is wasting electric.... If you need a heater it's too cold to be sat outside.

It might not be wasting it but I don't think you would be too pleased if someone plugged into your supply to re charge an electric car, think it would take a little more than 4 kw hours.
