Most of you are probably aware that a couple of years ago the Spanish brought out legislation regarding items fitted to the roof area of motorhomes such as solar panels, awnings, aerials etc. These items had to be added to the log book before December 1st 2024 or your first ITV, whichever came last, for a small fee at an ITV station to be legal.

My first ITV is due on 7th January 2025 so I thought I'd add a final solar panel to the roof before it's ITV. I had already had the existing panels etc added to the log book previously.

I've now been informed that the cost of 'legalising' this solar panel is going to be €480! I pointed out that I was told it could be added during the first ITV inspection but apparently if you have already 'legalised' items on your roof then this is not possible!

It's fair to say I'm hopping mad but I guess it's my fault for not making sure that it could be added during the ITV.

The Spanish authorities strike again when it comes to money-making schemes.

From now on, if you are going to add anything to your motorhome roof area which is covered by these regulations then it might be a good idea to identify everything that you will want to add and do it all in one go as apparently it is a flat fee no matter how many items you add.
 
:Eeek::doh: We had ours added nearly two years ago at the last itv, they checked everything was properly fitted and secure, but we obviously fitted our solar panels, but things like awning step were fitted from new so no receipts for anything they take photos of everything. 🤔
We had this when we had the towbar fitted in 2018, you can buy from the manufacturer but it's delivered to one if the appointed fitters and fitted along with the paperwork then checked at the itv station then added. 🙂

If we change the solar panels I don't think they would study the photos and as long as you replaced and still had two panels you should be OK. 😁 Bob.

That's crazy. Is that the price of the document that the installer charges for the legalisation of the project or is it a price that they charge you at the ITV station?
At which ITV station was it? (if it's not too much to ask).

It is the price that the ITV station will charge, the installer took pictures of the panel etc and sent it to them. I believe we are using the ITV station at Lorca, it's booked in for Friday and having the ITV done at the same time. Ridiculous.

That is correct as long as it is not an item that requires a 'proyecto'
I recently changed my double passenger seat to a single. had to use an engineer in Totana who then had it 'certified' by the laboratory in Murcia .he cost me 200€ & emailed the document to any ITV station that I wished to use. The cost at the itv station was 48€ for the addition to the ficha tecnica
I believe we are using the ITV station at Lorca, it's booked in for Friday and
I used to use TÜV Rheinland on the saprelorca ind estate but when I converted this van I used La HIta which is on the south side of the same Saprelorca industrial estate.
The project for the van only cost me 650€ inc iva. That was to do everything .
panels, heating ,water ,tanks, 12 volt electrics ,220v electrics, gas, maxfan,hob,sink, toilet, shower, etc;etc,


having the ITV done at the same time. Ridiculous.
that is another 54€:giggle:

Same as me, has everything else done but didn’t have the wifi Aerial on, have since added it and I have no intention of adding that to the ficha technica

Yes, don't bother. That antenna would be a minor thing to consider anyway? and I think only the solar panels, the awning, the electric step and the bike rack need to be included in the specification (if I remember correctly).
On my van, the electric step was already in the document as that's how it came from the factory.
The dealer installed the awning and the solar.
As soon as I heard about the change in the rule, I opted to add the awning and solar panel by appointment (which only cost me €2-3), instead of waiting for the first ITV (which will be in 2026).

Yes, the €480 doesn't include the ITV or the actual addition of the solar panel onto the ficha tecnica!
The addition of the solar panel was expedited so that it can be added on the same day as the ITV inspection. My wallet feels violated 😂.

I suppose it depends on how thorough they want to be when you have your next ITV, hopefully whoever inspects it won't even bother looking.

I've no idea if a percentage of the fee goes into the ITV system. However, the installer did knock off six hours labour (€390) as I had other work done on the van at the same time, they must have felt sorry for me 🤔. At some point I'll be having a 5g antenna fitted for use with a mifi, I certainly won't be having that 'legalised' though it will probably replace the large TV aerial anyway.

Agree...tell them nothing, let them ask...I self fitted my air suspension myself 10 years ago. It's been tested numerous times and never questioned..
With your current items recorded on their system if it's like mine...they never look up towards the van roof area.. I've changed two roof vents and one pointing antenna...never been challenged.... however when gus-lopez has been in the past it's a different story...quite petty to be honest...not Richard the testing station..

No. They only receive the 48€ for the inspection & addition of the item to the ficha tecníca. If you do not have it done at the same time as an ITV inspection then that is the only thing they can inspect. The fee is payable in addition to the ITV test fee of 54€ here.

Yes, it appears to be the fee for an external agent to legalise the installation and the report is then produced at the ITV station.
As mentioned already, the ITV itself is nothing to worry about. I helped an elderly friend of mine to have his car tested recently and it was the same as the van today. You drive the vehicle during the test and they guide you through it.

Was the fan in an existing hole in the roof ? He told me in the ITV station in Torrevieja that anything added to an existing hole in the roof didn’t need to be added, so didn’t add my air con, only the solars and satellite dish

In fairness the guy was ok, charged me the ITV fee and €11 for awning, 2 solar, satellite and step being add the ficha technica

Here it’s part of the MOT. Last time i did the Laika the guy commented once he was up on the roof that our panels were not going to come off (I’d bolted them to the factory roof rails). I have heard from someone local that a cracked roof window is a fail (his experience) due to the chances of it coming off on route.

Nope. The Spanish ITV has been this way for years. (Been here 36 years.)

The whole system is OWNED by one guy. Rigged.

If you make ANY changes to a vehicle's original spec, budget on 500€ to have it 'legalised' by the DGT.

The Spanish population bitch about it constantly.

Nothing new.

I got my (Spanish) MH failed because I had changed the wee light above the side door from an incandescent bulb to an LED bulb.

Also because I had fitted an up-to-date 220v converter.

The guy pulled me aside and told me to take them off and come back.

At which point it was passed and I was charged 15€ for the retest.

"Spain Is Different!"

We have to live with it.

The alternative (for me) would be to return to The People's Democratic Republic of Scotland.

No one goes up on a roof here? Not allowed .Even when I homologated my van & they checked all & everything from the 64 pages of the Proyecto it was all done from platforms & ladders as ,when I asked why,they are not insured for being on a vehicle roof & would be wholly liable for any damage.

When I had my extras added they were courteous and thorough....took photos of everything and if some had labels attached they were recorded too...I prefer to use Mazarron as it's part of the Lahita Group of Testing stations and other transport services in total they have 7 testing stations in this region

I have an installation certificate for the awning and 2 solar panels. In the end I only installed 1 solar panel, but it seems that if I add another it will be already included. I somehow doubt this as being Spain, well it's all been said already.

Yes that's correct...I prefer BBC myself..

ITV (Inspección Técnica de Vehículos) in Spain is known as an MOT in the UK. It checks your vehicles roadworthiness
