Finally got the van( rusty screws)

So I want to replace these rusty screws but I think I might have to drill them out and replace. Thinking of replacing with s/steel screws and plastic washer. Any tips or ideas?

If you are going to use stainless steel, look up galvanic corrosion.

Put a screwdriver in the screws hit it fairly hard with ahammer before trying to undo

Is this new to you or brand new, if latter I would be right back onto dealers to sort out

Hope the rust on the screws are not because the wood underneath is wet

Give screws a good spray with something like wd 40 or better then leave to soak in for a day or so .
Could just be excessive condensation,
