DVLA what a shambles !

DVLA are a complete shambles.
I sold a car on 26th February and am still waiting for the owner/keeper details to be updated to the new owner.
So far since selling it I have received 17 motoring penalties, all committed by the new owner obviously, and despite getting in touch with DVLA several times nothing has been done.
They told me that they have a 3 month backlog due to staff shortages.
The fines are mounting up.
 
I've used the dvla website quite a bit recently and found it fantastically simple and efficient. I used it to retain a private plate, sell a car, buy a car, assign the private plate etc. All new V5s came back in 3-4 days. I also used the dvla for up plating the motorhome. New V5 back withing a few weeks and that was over Christmas time.

At the time of sale I wrote a receipt with mine and the buyers details, signed and dated.
I filled out his details on the V5 as the new owner/keeper and sent it off.
He had the new owner/keeper slip.
He paid cash.
It seems very strange to me that someone would pay nearly 10 grand for a car and then not tax, insure or mot it.
If it were only a few hundred it would be more understandable.

Even so motoring offences aside, why would you spend that sort of money on a car and then not tax, insure or Mot it.
I have contacted the police as I was worried that the car might be used in a crime and as it is still registered in my details they would come looking for me.
They weren't interested and told me that it was a civil matter and between me and DVLA.
DVLA have told me that when their backlog is cleared it will be sorted out.
It's just a bit worrying wondering what will come through my letterbox next.
I have appealed all the fines.

headlight , you have the signed, dated, named receipt for the sale of the vehicle.

I would not be appealing any fines I would be rejecting them completely supplying a photo copy of the bill of sale.

My DIL had the same issue a few years ago and did not sent the v5 to the DVLA recorded delivery. They denied receiving the v5.
She had to go to court to bsort it out.

Hope you get this sorted

I have 'appealed' the fines on the grounds that I wasn't the registered owner/keeper at the time the offences were committed nor was I driver.
I have sent the various issuing authorities and police forces copies of the sales receipt.
And explained that DVLA have a backlog and I am waiting for them to update ownership details.
The fines still keep coming through my letterbox though.

It might be worth writing down a detailed description of the person that came to collect it, and screen captures of any phone number timings, or emails, for future as it is quite possible you’ll get an enquiry further down the line when the vehicle is used in crime (probably a ‘pool’ car) and the police then become interested.

True, money laundering perhaps.

But even that doesn’t make sense unless he has sold it on again, with a new V5.

You can however tax and pay for a new V5 at the post office
