Thanks to everyone who has responded with their suggestions/ideas all very welcome .It is in for accident repair at this time so i cannot examine the steering wheel/boss/etc. will do so when it is returned. Once very many thanks.

If the steering wheel centre panel doesn't have the word "airbag" embossed in it then it didn't have an airbag fitted. I really don't see how the horn contacts can be missing if the wheel centre is still there.

Hi i cannot comment on that but the garage where it had its mot had to put in another horn button on the column in order to pass.Your comments have given me hope for .a swift outcome to this strange affair.
