Hillhead is one of the areas affected by the water parasite!
You could look at Stoke Fleming (Deer Park) just about walkable but there is a a bus or Leonard's Cove.
Leonard's Cove is a better site with pub and restaurant nearby.
haven't stayed but have visited - fantastic views.
We only live in Dartmouth so hence no stays.

More than toes wet now!
You cannot walk to a town from Start Bay site but it’s a lovely site!
Mmmmmh, strange.

When we were there, albeit a few years back, the walk started with a dedicated footpath discrete from the main road up to the entrance road to Stokley Farm Shop and then a pavement all the way to Torcross, about 20 minutes with the dog pulling you along!

The road to the site from Kingsbridge is tight in places so that's why you look at the local bus timetable and follow the bus from there heading to Dartmouth.:whistle2: The drivers of both the bus you're following and the one coming in the other direction "know" their timings and "block the traffic" travelling both ways so they can pass each other at specific points.(y)

Torcross wasn't in it's best state following severe storm damage during Spring 2016!

Unfortunately not walking distance but with a bus stop outside we stayed here a while back and it’s a lovely site especially if you get a pitch overlooking the Atlantic😁
Only a few minutes bus ride into Woolacombe that has a massive beach for dogs to run around.

Parkdean Holidays, Croyde. Motorhome site is called Croyde Burrows, its on the beach.

A man road or back footpath take you to the village, it is a village.

The bus stops outside the campsite. A short ride to Braunton, a small town. A bit further to Barnstaple.

The beach.

but think dogs are still restricted to the further end during summer.

You need to watch out for the wild life! Dartmoor ponies.

The flying wild life can be noisey!

And Woolacombe itself.

Not sure it meets all of your criteria but we are currently on Watermouth Valley camping and caravan park. Lovely scenic walks along the coastal path and a large dog exercise field (off lead). Beautiful sea views from the upper area of the site. Short walk to the harbour in one direction and pub in the other direction. Not walking distance to the town ( Ilfracombe) but bus stop outside the site.
This is not the sort of site we would usually use as it has on site catering and a bar etc but we are thoroughly enjoying it and will return.

The OP wanted to walk to a town! Torcross is hardly a town, more like a hamlet with a pub and a chippy.
