Cookies on ipad (2 Viewers)

My dad is getting a lot of messages when browsing on his new ipad that his cookies are turned off.
I have tried finding the cookie toggle via
Step 1: Go to Settings, then scroll down and select “Safari”. Step 2: Scroll down to “Privacy & Security”. Step 3: Verify “Block All Cookies” is ticked (green/white), click to allow cookies.

However there is no option for Verify “Block All Cookies”

Any ideas how to sort it?

On my iPad (2017 iPad Pro) I have -block pop ups - turned on and block all cookies -turned off.

There is no Cookie setting on his ipad in Safari,thats the problem.
Also noticed the “Prevent cross site tracking” toggle cant be disabled.

I’ve looked my phone which is on iOS 17.1.2 and this is a screenshot from Safari in settings and at the bottom is Advanced, which give block cookies option.
This is different to my older IOS on my ipad
