Change to Refillable Cylinders

But some sites have banned free standing refills now, ports on vehicle only.
I have never had a problem.

Which sites? Where?

I have a twin SafeFill system 2 x 11kg. . I take the cylinders out of their cupboard in the garage (Much lighter than other cylinders) and take them when empty down to my local Morrisons. Zero problem in me filling up there.
 
Can with gasbank duos, they only £145 at moment
Aren’t the Duos fitted with a type of multivalve similar to Gaslow, Alugas, etc? The Gasbank LS cylinders are the ones available with a single POL filler/outlet.

Well I've put 54 Lt in my cylinders the max at 80% is 55L, so that debunks your theory.
Might be more of a problem if you haven't filled in UK or Portugal as other countries have up to 65% butane in the mix, where as UK & Portugal are 95 - 100% propane.
I suspect the 14kg cylinders hold more than that in reality and the figure is rounded down/more conservative to avoid claims of being sold something which isn't as stated. There must be some discrepancy between cylinders otherwise they wouldn't be a need for tare weights.

I'm basing my assumption on the fact that with Calor etc it's common to not be able to use all the gas as it stops providing the pressure and you can hear the unusable lpg sloshing around in the cylinder.

Correct, which means they’re suitable for a permanent refillable installation. I took it that Lenny HB was referring to the single POL connection valve types similar to Safefill which have to be removed for filling.
