Or bin Windows and run Linux Mint it would run a treat. You wouldn't need to buy any extra memory either! You could always load Linux from a USB stick to see if it meets expectations before you take the plunge or parallel install it.
 
He has Windows 7 and a Dell Inspiron 1524, 2 Gig memory, I have stripped everything off thats not required, run CC and found loads of issues with the registry, all now fixed, run Malware Bytes, found some issues, all removed.. Its still running slow, Task Manager CPU 100% memory fully used..

I am tempted to reinstall Windows... He only uses it for his snaps and surfing... Dont unserstand the high CPU use.
Personally I run mac hardware but I do get a lot of calls for help from friends as I work in IT.

If the machine is older than a couple of years I usually back up all data and reinstall windows. Lots of the other advise is good and the more memory the better but starting with a clean install usually gives the best results.
 
Looked at taste manager processes running abd using CPU svchost. Executive appears to be hogging the CPU.

After having a PC breakdown a while back, our local PC manufacturer and repair specialist recommended I should remove Spybot and CCleaner as they can conflict with Windows Defender which is built in. I trusted them and have since found that Defender has removed several unwanted invaders and for the last 3 years I have been virus free. I have since added CC as it seems to clean out all of the daily dross and Registry un-required bits.
