Many countries, like France and Belgium, have dog licences and that is what a passport can only be issued to a licenced dog. There seems to be very little, if any, logic behind these declarations.Just who is issuing 'massive fines' to vets? Surely if there is a fine there has to be an actual law forbidding the supposed offence. So where is this actual law?
Does the lovely lady vet in Bruges who happily provides Pet Passports to Brits receive a fine for each one she issues? Of course not!
Belgium requires dogs to be registered on their DogID database only if they are going to be in the country for more than six months. This is hidden away in an obscure section of the DogID website:

France certainly does not have dog licences, and I don't believe Belgium does either. Many countries, like France and Belgium, have dog licences and that is what a passport can only be issued to a licenced dog.
