Thanks Autorouter. No not that one - that 3-way is for the solar connection. Some EBLs have a starter battery feed to the centre pin. But not the EBL99, unfortunately.
Just to confuse you even more the Votronic cable does not have the starter battery wire just two wires in the loom which is OK for your EBL99.Charlie Lun (The guy I am buying from in NZ) says this photo is the "order 2007" cable that Votronic supply for this job, and I thought the 2007 was the one you were referring to. I thought buying it was the simplest option, but even that seems to be getting complicated now.
Sorry, I thought you were talking about connecting the starter battery to the second (trickle-charge) output of the solar controller. This 3-way cable is fine for connecting the main solar controller output to the leisure battery. Pins 1 and 3 are intended for this. But I AM connecting solar controller - so dont understand why "No not that one"

However for the starter battery trickle-charge, it won't work. Some EBLs have the starter battery connected to the centre pin, Pin2, but on the EBL 99 it's not internally connected to the starter battery, so it's not much use. That's why I described the other two ways to sent charge to the starter battery. Or as Lenny HB says, just run a wire direct to the starter battery (with a fuse, of course - 5A should be big enough).
