A Frame in Europe?

Is it legal to tow a small car (i.e. Citroen C1) behind a motorhome using an A frame?

Most on here will say no not allowed in Euroland, ok here in UK.
However, on our last trip through France and Spain we saw at least 6 A framed cars being towed, at least 3 were UK registered.
You pays your money you take your chance me thinks.
Just make sure whomever you are with have a valid licence in case the rozzers pull you and say take it off.
