Your thermostat probably opens at mid to high 80’s. So as soon as your engine gets to that, the stat opens introducing cooler water to the system and bring the temperature down, to then repeat the procedure. As you say. Low is better than high
Temp gauge on my 2.8 JTD sits just below halfway, much where yours is, and only moves up to halfway when working hard to climb hills.
It soon drops back to under halfway on the way down.
If it takes a long time to warm up check the thermostat
