I believe you can but blanking plates for those holes to stop draughts.

This is for a fiat but I think it fits the other sevel vans.

Well that`s our 13th year & still loving it.
I'm thinking the driver side has a cover over it because of the exhaust fumes.

Since 1996, had Elddis/Swift/Rapido/Rimor/Chausson MHs. Autocruise/Globecar PVCs/Compactline i-138
If it's the one I'm thinking of it was to let 'air' in from below (no I've no idea why either!), we had holes under both our cab seats in previous MHs/campers and they soon got blocked as they were just letting loads of cold air in, perhaps for a commercial van it's a good idea but for a MH, with lots of other drop vents etc, IMV they're not needed unless you like being a pseudo penguin!

More than toes wet now!
We have a plastic bug/cover on the driver's side and the same but with rubber flaps set in it to let air out on the passenger side.
We're the same (2013 Ducato) and the passengers (2 off) look like this.

Availability of the "proper" covers as shown by Dane Diabalo above was nil so I removed them and inserted duct tape behind them.

The reason they are there is to allow air pressure to be released when you close the doors of a van with a solid bulkhead behind the driver / passenger seats.

As you say, pointless in a motorhome / campervan.
