Wrong tax band

The Moto Trek response suggests that they convert second hand chassis. If so that doesn’t make it a DVLA mistake but brings into question their purchasing and construction procedures.
That seems unlikely as an Alko chassis was fitted in 2014, I have the paperwork for that, and it was registered in Jan 2015.
 
Rather than pursuing MotoTrek for a copy of the CoC, why don't you apply to DVLA for copies of all documents relating to the initial registration of the vehicle. There will be a small fee, but nothing in comparison to what MT have quoted, and you should then be able to see what was submitted at that time and whether DVLA have made an error or MT have handled the application incorrectly.

You will probably have to submit a covering letter, as the space to state what you require on the form is limited.

Then who is this first owner who registered it and held the original logbook? I am leaning to the Lenny HB view that they are trying to hide something by wanting silly money for a document that should have been passed on with the vehicle.

I hate it when an organisation bends over to tie their shoelaces as soon as someone turns the fan on, knowing that the poo is about to hit it. Afterwards everyone else is splattered but not the ones that should have been.
 
This all sounds very unfortunate for the OP.

Regrettably, I had a problem some years ago with the DVLA concerning the incorrect emissions figure for a car stated on the V5 registration document.

It was a vehicle I purchased when it was 6 months old, and on receipt of the logbook noticed the error. At the time it had no financial impact on the tax payable, but I still wanted the V5 to be accurate.

I had correspondence and phone calls galore for almost a year, finally resulting in a formal complaint I made about staff rudeness and their inability to resolve the matter. In the course of events I'd sent an original manufacturer's brochure with the correct emissions data, but they couldn't accept that.

In short, I got the brush off and finally decided I had more important things to do with my life.

But it wasn't the end of the matter. Six months later, the Government changed the tax bandings based on emissions, and these did require me to pay more than the correct figure for the car.

So I was re-energised and got on the case again. I escalated the case to a senior manager at DVLA who said they would require a confirmatory letter from the manufacturer (Citroen), stating the correct emissions figure. Given the car was 3 years old at that stage, I thought I did well to get the appropriate letter from Citroen.

Upshot, I finally got it sorted, but it was painful.

As I understand it the motorhome in question is not a panel van conversion. Looking at the internet it seems to be a narrow bodies C class with an electric slide out. It would be very unusual to build that on a second hand chassis.

It looks like the company that first registered it made the mistake of quoting the emissions figures on their application to the DVLA.
