Windscreen washer pump issue

Hi, looking helpful advice on a really weird issue I am having with my 2010 Boxer windscreen washers. About a month ago the windscreen washers were not working, no 12v at the pump when switched from the steering column. This turned out to be a very simple and quick fix by identifying the relay in the engine fuse box (T15) and replacing. Washers have been working fine for about a week untill today when I heard the washer pump running in the drive even though the ignition was off as the van was parked. So now there is a permanent 12v supply to the pump even when ignition is off? Has anyone experienced this and if so what was the cause?
 
Relay changed was T17 not T15. Typo above. Also I have just pulled Fuse F09 which is the Washer pump fuse and the pump is still running. Also still runs even if I pull the Fuse and Relay.....wtf 😒
 
Pull the relay wires completely, not just the feed.
If it's still running the wiring is bridged to a live feed between pump and relay.
IE: the pump live wire is connecting to an unrelated live wire......could be mice damage....chewed wiring harness.
 
Thanks...I'm also thinking it could possibly be water sitting at the bottom of the relay board causing short? I've been all over the wiring harness (well as much as I can get to) and all looks intact.
 
That may well be it.
I used a washer pump to get the last of the water from a large fish tank.
Wires were twisted and unprotected but the pump and open wiring quite happily sat underwater pumping out water.

Well I guess the relay went pop for a reason when the pump stopped working originally. Replacing the relay worked for a short time before this current permanent 12v at the pump started. Funny thing is it actually had it's MOT this morning when it was working fine. No advisories. It wasn't until this afternoon that I heard a noise, went to take a look and the washers were full on.
 
I will strip it out tomorrow and have a look. Also having another issue and cutting out on idle and when coming off the throttle. Just stalls. Restarts fine. I'm hoping it's just the fuel filter of which I'm replacing tomorrow along with the air filter. 🙄
