Who can extract code from 2001 boxer engine ecu?

Hi all, still struggling with my no start 2001 Boxer 2.8hdi van.

A Chinese Lexia says ecu locked. Also fault on radiator hi and lo speed fans. Engine cranks but no start. Yellow 'code' light does not come on at all. Red ecu warning light on permanently.

Do not have red key or ecu code.

Peugeot dealer could not get ecu code from Peugeot, only key code. They say Peugeot suggest new immo and key set but also that Peugeot can no longer supply these! Dealer suggested find a third party ecu expert to try and unlock ecu.

Does anyone know someone near Southampton who can assist.

I can remove the ecu and yellow immo box to post off if that helps.
