What is this?

Can anyone tell me what this is?

It was tucked in the toilet cassette cubby hole of my s/h MH - but I can’t work out what it is.

Both pieces and the screws were all sealed in a single plastic packet.

So even though none of the screw holes line up - they are supposed to go together in some way.
