For down rating you don't need an engineers report just a weighbridge ticket and do it yourself.

do you need to stick a new VIN label down as well for a weight downrate? (I think you can generate these on-line for a few pounds?)

Can the now defunct plates not be removed, leaving the original? Keep the old upgrade plates as evidence of possibilities if selling in the future?
+1 For Van weight engineering as well.

The original should still be there if its been uprated but if its not been uprated it would need a new one.
You can get them on eBay if you want to be strickly legal plates should only be supplied by a qualified engineer.

Ah. good point on the original plate being still there is it is a downrate after an uprate. I missed the obvious there :D

My understanding is you keep the old plate visible (that was the guidence I had when I got a new uprated VIN plate to apply).
I don't know how anyone is meant to know which set of numbers are applicable though without access to the V5C.

That is what I thought until I contracted Van Weight Engineering. I asked them if I could just get a new plate from them. At the time I was investigating down-plating following a heart attack but I am now thinking I will not need to. The reply I got from V W E left me rather confused. If anyone can help clarify the position for me I would be very grateful.

This is part of the reply I received.
In a perfectly sensible world it would be more than enough to send the DVLA a copy of your Certificate of Conformity, and for them to see that you're going back to your original weight, and for your logbook to be updated accordingly.
However, the DVLA handles almost a million enquiries per month, so their case workers don't have the time to investigate the legitimacy of every weight limit change, informing the keeper of the tax band changes, providing the correct tax forms etc etc, so default to handing that additional investigative/confirmatory work over to a couple of Engineering companies to sign-off the change, and to present a completed pack in an easily processed format. I'm one of those two companies (obviously I strive to be the best, but being a one man band two person band, I'm also the cheapest).
The process is similar to what you would've done when you uprated your Carthago, but with a few differences.

just follow this process: https://www.gov.uk/government/publi...ge-of-plated-details-of-a-goods-motor-vehicle.
It looks very simple to me.

The key thing is that you are not looking to downRATE the vehicle, but to downPLATE. No engineering expertise is needed for this as you are making no changes.
It is a pretty common thing to do for many people and businesses for precisely the same reason as you were thinking of doing - remove the need to have a C1 License as the vehicle is no longer >3.5t (and probably to downplate to under 7.5t for those with just a C1 license and not a full HGV one)

I used SVTech for mine as they have been very helpful for me in the past. They supplied a new weight plate but said to add as an additional plate leaving my other two visible.
I now have the original showing 3850Kgs, uprated showing 4000Kgs and latest showing 3500Kgs
