Assuming a pressurised system, then it sounds like a weak pump. It will store the pressure in vessel, and pipework, then be purely what the pump can put out. Check filter, and intake incase blocked.
Agree, some sort of restriction. If it's on hot and cold, then it's either a filter on the pump inlet, or between the pump outlet side and the T where the hot and cold feeds separate.
If you don't find a restriction, just wizz the pump off, connect a length of hose to the inlet, drop the hose in a bucket of water and power it up. You will then know if it is the pump or system at fault.
It could possibly be sucking air as well as water from the supply side. Pressure can be built up in the pipe work from the pump to the taps when they are closed but as soon as the taps are open the pump might have difficulty maintaining pressure and flow if it is also sucking air. The small clear plastic filter cover next to the pump is a favourite for getting cracked over the winter, it is hard to drain all the water out of it without removing the cover, making it prone to damage even in a drained down system.
