Victron Energy Orion XS 12/12 - 50A DC/DC Battery Charger

As part of a Lithium setup with solar panels, the above box only shows a slow steady flashing blue LED light that doesn't change, and when looking at the VE Bluetooth App it reports this box is off, even though the correct voltages are there.
Should the box be switched on and if so, how do I do it? I have downloaded the manual but still no wiser.
Any advice from the knowledgeable would be much appreciated.

Thank you for your help, the HL connector has cable in the H side which is at 2mVdc. The L side is empty.
Having looked at the troubleshooting pages it seems as if the cable (~0Vdc) should be in the L connector to active the charger or the current lead tied to the bty + supply somewhere.

Silly question but is the engine running and if so what is the SOC of the leisure battery?

The DC/DC is a device that will charge your leisure battery when the engine is running.

Both of those will mean it hasn't got the parameters required to work. If LB is fully charged and B2B set correctly it won't charge as it knows it is full. B2B won't (and shouldn't) generally work unless engine is running.
