A desk fan alone will actually heat up the air, you only feel cooler if you are sweating and the movement of air helps evaporation giving a cooling effect, I dont think dogs sweat from their body which is why they pant, so either as suggested add a bowl of water, of put a damp cloth on the dog.I'm sure a desk fan pointing in the dogs direction would have the same effect.
A bowl of chilled water below the fan makes it even cooler.
