Last I heard all these options need to be inspected and certified yearly of course it may have changed now

There's no way the emissions from manufacturing all those blingy bolt on bits will ever create less emissions than running as a EU5 rather than EU6. As a means to save money in an LEZ it may make some economical sense but still defeats the original objective of the LEZ
